Governments across the world are facing issues such as debt and fiscal constraint while grappling with ways to support people. The current compensatory redistribution system needs to be adapted towards modern societies and broader notion of human and planetary flourishing.

Dr. Sohail is Executive Director of Social Policy Resource Centre (SPRC). He is also the Director of SPRC initiative for Studies in Globalization and Development (SIGAD). He served as Special Secretary to Cabinet Division, GOP (June 2019 – May 2020) dealing with matters of accountability, parliamentary affairs and development. Belonging to the Commerce and Trade Services, he has supported and contributed policy formulation and research while also leading diplomatic efforts in trade. He volunteers his time for the joint initiative of Ministries of Health and Human Rights to make Islamabad Capital Territory a better place to live for the persons with disabilities and elderly.

Andrew Percy is Co-Chair of the Social Prosperity Network at the UCL Institute for Global Prosperity (IGP). His research is focused on alternative and sustainable social security systems for the twenty-first century and on Universal Basic Services as a model. He is the co-author, with Anna Coote, of The Case for Universal Basic Services (Polity, 2020).

Measuring What Matters: A Systematic Review of Social Service Coverage in Beyond-GDP Indicators
The Beyond-GDP movement has produced sophisticated frameworks for measuring national progress, yet no systematic assessment has examined whether these frameworks adequately capture social services—the interventions through which welfare states improve citizens’ lives. This paper addresses that gap through meta-analysis of 66 Beyond-GDP indicators developed between 1972 and 2023, mapped against a 22-domain taxonomy using keyword-based content analysis with whole-word matching.
