Prosperity 2030

A prototype Universal Services programme for the United Kingdom, starting in 2030 and worked through with full budget detail over a five-year parliament.

In July 2026, we launched a costed, fully-funded, five-year programme that sequences welfare and tax reforms to reduce the cost of living and offset increases in taxation. Zero new borrowing across a parliament.

Prosperity 2030 combines Universal Services welfare with a National Contributions reform of income taxation. The signature design move is sequencing reductions in the cost of living to offset increases in taxation, with zero new borrowing across a prototype five year parliament.

The proposal has been endorsed by a range of leading economists, policy experts and public figures from across the political spectrum, including Lord O’Neill of Gatley. In an open letter, O’Neill and five other leading experts call for significant structural reform to Britain’s public institutions outlined in the report.

Measuring What Matters: A Systematic Review of Social Service Coverage in Beyond-GDP Indicators

The Beyond-GDP movement has produced sophisticated frameworks for measuring national progress, yet no systematic assessment has examined whether these frameworks adequately capture social services—the interventions through which welfare states improve citizens’ lives. This paper addresses that gap through meta-analysis of 66 Beyond-GDP indicators developed between 1972 and 2023, mapped against a 22-domain taxonomy using keyword-based content analysis with whole-word matching.
